• Adoption of Resolution #2026-4 Approving 5-Year Parks & Recreation Plan (Shawn Personke)

MOTION Angus SECONDED Merkel to adopt Resolution #2026-4, approving the 5-Year Parks and Recreation Plan as presented. All ayes. Motion carried.

• Adopt Resolution #2026-5 Establishing Wednesday Farmers Market (Manager Thompson)

MOTION Merkel SECONDED Iannelli to adopt Resolution #2026-5 regarding the establishment of Chelsea’s Farmers Market in the parking lot at 1010 S. Main Street, on each Wednesday, from May 2, 2026, to October 28, 2026. All ayes. Motion carried.

• Discussion Regarding Naming of Main Street Park (Joe Ziolkowski)
• Update on Water Plant Expansion (Superintendent Powell)
• Planning Commission Annual Report (Community Development Director Montagno)

MOTION Stump SECONDED Iannelli to accept the 2025 Planning Commission Annual Report. All ayes. Motion carried.

• Approval of Biosolids Contract with Nutrigro (Manager Thompson)

MOTION Keaton SECONDED Angus to approve the 3-year contract with Nutrigro Environmental to test, haul, and land apply biosolids waste from the wastewater plant. All ayes. Motion carried.

1. Approval of Blower Repair by Kerry Pump (Manager Thompson)

MOTION Stump SECONDED Keaton to approve the repair and installation of the Tuthill blower from Kerr Pump for the cost of $17,316.50. All ayes. Motion carried.

1. Approval of Wastewater Plant Driveway Design Services (Manager Thompson)

MOTION Iannelli SECONDED Angus to approve the agreement with Midwestern Consulting for Wastewater Plant driveway construction design. All ayes. Motion carried.
