CITY OF DEXTER
NOTICEOF ADOPTION

ORDINANCE NO. 2025 – 05

At a regular meeting of the City Council of the City of Dexter, Michigan called to order by Mayor Keough on, August 25, 2025 at 7:00 p.m. at 3515 Broad St., Dexter, MI 48130, amendments to the General Code of Ordinances, Chapter 2 – Administration, Article 5 – Procedure for Purchase of City Supplies and Equipment were adopted.

MEMBERS PRESENT: Hubbard, Popov, Schlaff, Semifero, Tell, Keough

MEMBERS ABSENT:  Aldag

The adopted changes included:

• Creation of a Definitions Section to define terminology withing the ordinance and purchasing policy.
• Clarification of unclear language regarding irresponsible and disqualified bidders. Establishing the Excluded Vendors List.
• Increasing the City Manager’s purchasing limit to $15,000 for non-Utilities and Public Works expenditures and $25,000 for Utilities and Public Works expenditures before City Council approval being required.
• Clarifications of the process of formal bidding for projects at or above $25,000/$15,000.
• Inclusion of Local Vendors section to promote the usage of local vendors when financially responsible.
• Creation of an Emergency Expenditures section to provide guidance for emergency spending in the case of situations that may impact the health, safety, or welfare of the City.
• Inclusion of Charter references under Purchase and Lease of Real Property, specifically related to leasing and a note to see Charter Section 13 for the sale of real property.
