SYNOPSIS Webster Township Board Meeting – December 16, 2025, 7:00 P.M.

The Webster Township Board Meeting was called to order at 7:00 p.m. by Supervisor Mike DeAngelo on December 16, 2025 at Webster Township Hall, 5665 Webster Church Road, Dexter, MI 48130. Members present: Supervisor Mike DeAngelo; Clerk Tonie Brovont; Trustees Shelly Vrsek, Dan Munzel, Jeff Harms, Brant Savander; Assessor Bill Sinkule; Zoning Administrator Sri Komaragiri; Deputy Supervisor Rick Kleinschmidt; Clerk’s Assistant Donna Whitney; and 14 citizens.

Motion to approve the minutes of the Webster Township Board of Trustees Regular Meeting held on November 18, 2025, as amended. Carried.

Motion to approve the agenda as amended. Carried.

Motion to accept the Treasurer’s report and pay bills, as well as those anticipated bills received before our next meeting scheduled for January 20, 2026. Carried.

Motion to receive and file the Consent Agenda as presented. Carried.

Motion to approve the Agreement of Services between Scio Township and Loch Alpine Sanitary Authority (LASA), where Scio Township will provide financial services for LASA, effective November 1, 2025. Carried.

Motion to recommend reappointing Thomas Carroll to the Roads Committee for a 3-year term and to appoint Dave Daily to complete the term of a vacant seat. Carried.

Motion to recommend reappointing Jeff Plakke to the Parks Committee for a 3-year term. Carried.

Motion to recommend appointing Bryan Cole to the Loch Alpine Sanitary Authority to complete the current term of Tonie Brovont. Carried.

Motion to approve the payment in the amount of $4,000.02 to Wolverine Commercial Furnishings for office furniture for the newly created assessor’s office. Carried.

Motion to amend line item 101-966-995.401 from $200,000.00 to $600,000.00 and line item 401-000-699.000 from $200,000.00 to $600,000.00. Carried.

Motion to approve payment in the amount of $270,219.30 to O’Neal Construction Inc. for township renovations, pending approval by the architect. Carried.

Discussion – Ordinance Draft Discussion – Private Roads Comprehensive Amendment, section 4 & 5.

Motion to hold a Town Hall Public Discussion of pending Road Ordinance on Wednesday, January 28, 2026 at 7 p.m. Carried.

Motion to oppose the DAFD suggested Cost Allocation Proposal. Carried.

Motion to postpone until next meeting a Resolution to Temporarily Suspend Acceptance of Land Division Applications for Parcels Exceeding 10 Acres. Carried.

Motion to amend Section 6.c.i of the Public Nuisance Ordinance Regarding Keeping Animals (25-GTA-02)to include a fourth paragraph in the upcoming draft. Carried.

Discussion – Legal Retention Policy

Motion to enter closed session at 10:30 p.m. pursuant to MCL 15.268(1)(h) and MCL 15.268(1)(e) to discuss a confidential written legal opinion from a Township Attorney and to consult with a Township Attorney regarding the Employee Health Care Ordinance, as discussion in open session would have a detrimental financial effect on the position of the Township Board. Carried.

Motion to return to open session at 11:06 p.m. Carried.

Motion to adjourn the meeting at 11:07 p.m. Carried.
