Webster Township Board Meeting, March 17, 2026, 7:00 P.M.

The Webster Township Board Meeting was called to order at 7:00 p.m. by Supervisor Mike DeAngelo on March 17, 2026 at Webster Township Hall, 5665 Webster Church Road, Dexter, MI 48130. Members present: Supervisor Mike DeAngelo; Clerk Tonie Brovont; Treasurer John Scharf; Trustees Shelly Vrsek, Dan Munzel, Jeff Harms, Brant Savander; Assessor Bill Sinkule; Deputy Supervisor Rick Kleinschmidt; Clerk’s Assistant and Election Administrator Donna Whitney; and 7 citizens.

Motion to approve the minutes of the Board of Trustees Regular Meeting held on February 17, 2026, and Special Meeting held on March 4, 2026 as presented. Carried.

Motion to approve the agenda as amended. Carried.

Motion to accept the Treasurer’s report and pay bills, as well as those anticipated bills received before our next meeting scheduled for April 21, 2026. Carried.

Motion to receive and file the Consent Agenda as presented. Carried.

Motion to approve budget amendments, as documented, to the FY 2025/2026 budget. Carried.

Motion to adopt Policy No. 26-01, Budget Policies: FY 2026-2027, as amended. Carried.

Motion to adopt Policy No. 26-02, Wage Policies: Appointed Boards FY 26-27 as amended. Carried.

Motion to adopt Resolution 26-05 as presented, to pay the in-house Assessor with Level III credentials a rate of $101,222.00 plus retirement. Carried.

Motion to adopt Resolution 26-06, to pay the Clerk at the rate of $63,247.00 per year. Carried.

Motion to adopt Resolution 26-07, paying the Deputy Supervisor, Deputy Clerk, Deputy Treasurer, and Clerk Assistant/Election Administrator/Election Support at a rate of $33.50 per hour. Carried.

Motion to adopt Resolution 26-08, as presented, to pay the Office Manager at the rate of $64,275.00 plus retirement. Carried.

Motion to adopt Resolution 26-09, as presented, paying the Office Assistant and Property Inspector $27.75 per hour and the Zoning Enforcement Officer $30.90 per hour. Carried.

Motion to adopt Resolution 26-10, to pay the Supervisor at the rate of $56,954.00 per year. Carried.

Motion to adopt Resolution 26-11, to pay the Treasurer at the rate of $56,954.00 per year. Carried.

Motion to adopt Resolution 26-12, to pay each Trustee at the rate of $6,234.00 per year. Carried.

Motion to adopt Policy No. 26-03, Annual Policy for Township Operations 26-27, as amended. Carried.

Motion to adopt Resolution 26-13, medical benefit coverage 4/1/2026 – 3/31 2027, as amended. Carried.

Motion to pay Decker Agency invoice #6125 for a Public Entity Insurance Package for a one-year period beginning 04/01/2026 in the amount of $22,915.00. Carried.

Motion to pay O’Neal Construction LLC invoices of $75,395.32 and $58,420.09. Carried.

Motion to approve the WAVE funding Agreement, as presented, for a 3 year agreement from for the annual sum of $18,000 in 2026, $18,540 in 2027, and $19,100 in 2028. Carried.

Motion to move forward the Funding Agreement between Webster Township and Dexter Senior Citizens, Inc. agreeing to pay Dexter Senior Center a total of $65,000 in 12 monthly installments of $5,416.67. Carried.

Motion to adopt the FY 2027 Budget as amended, as reflected by the budget spread sheet, supported by Public Safety, PDR and Local Road millages. Carried.

Motion to approve the Documents-On-Demand Proposal of a $750 Initial Setup Fee, and an Annual Web Hosting of $750. Carried.

Motion to approve the Roadside Clean-Up Day to take place on Saturday, April 25, 2026. Carried.

Motion to adopt Resolution 26-14 to Amend Zoning Ordinance 08-11 in order to align the Floor Area Ratio (FAR) and Lot Coverage (LC) for nonconforming lots in the R-1 district. Carried.

Discussion on Parks and Recreation Memo.  Discussion on the DAFD Interlocal Agreement.

Motion to adjourn the meeting at 10:51 p.m. Carried.
